In 2005, the Oregon Business Council created a work group to address rising health care costs, including both health care and non-health care companies. We met for a couple of years, but the chair of our group, PGE’s Peggy Fowler, saw that we weren’t making much progress. She said to us in the industry, “You know what needs to be done, so you guys get together and start getting things done.” Hence the Health Leadership Task Force was created, which eventually turned into OHLC.
