Initiatives with Partners

The Best Practice Committee (BPC) is comprised of representatives from Oregon medical groups, hospitals, health systems, health plans, state agencies, and professional associations. BPC workgroups are comprised of key stakeholders and subject matter experts from these organizations.


  • Build on best practices already existing within the health care system or being considered for implementation by the health care community, and have or can readily gain broad support to achieve a new community standard.
  • Achieve improved quality, value, efficiency, patient/member outcomes, equity, and/or enhanced provider satisfaction using evidence based best practices.
  • Work with the health care community statewide to support the adoption, spread, and scalability of best practice transformation efforts across all applicable market segments and geographical areas.
  • Consider alternative payment methodologies or benefit designs to support implementation.
  • Clearly identify and measure outcomes.
  • Evaluate and recommend support for other community and statewide efforts to accomplish the same goals.

Current Workgroups

Substance Use Disorder

The purpose of the SUD Workgroup is to develop, align, and communicate recommendations for policies, procedures, and benefit methodology that support best practice treatment of substance use disorder in Oregon. This includes improving access to substance use treatment, harm reduction, and overdose prevention through education, clinical recommendations, benefit alignment, and supportive technologies.


The Telehealth Workgroup’s purpose is to identify, communicate, and support implementation of clinical best practice use of telehealth services. This includes determining and recommending services most appropriate for telehealth, optimizing telehealth delivery, ensuring equity in telehealth access, and developing patient-centered telehealth education.
